We are looking for a skilled, experienced, and dedicated Procurement Officer to join Energicity DBA Power Leone to oversee the company’s purchasing operations. This position will help support the growth of our market development, operations, engineering, construction, and support teams to bring our electrification services to more than 100,000 customers in several African countries over the next 5 years. Our goal is to deliver high-quality solar mini-grids that ensure our customers have light in their homes and electricity services that help their communities thrive through:

JOB TITLE: Procurement Officer

LOCATION: Freetown, Sierra Leone

JOB SUMMARY:

The Procurement Officer oversees the company’s purchasing operations. He/she is responsible for sourcing high-quality goods and services, negotiating favorable terms, ensuring cost efficiency, and maintaining compliance with procurement policies. The ideal candidate will have experience in procurement within the energy, infrastructure, or related industries.

MAJOR RESPONSIBILITIES:

Under the direct supervision of the Finance Controller, the Procurement Officer is expected to perform the following tasks:

1. Procurement Planning & Strategy

  • Develop and implement procurement plans in alignment with company needs and budgets.
  • Identify and establish relationships with reliable suppliers to ensure a continuous supply of quality goods and services.
  • Analyze market trends and supplier performance to optimize procurement processes.

2. Supplier Management & Negotiations

  • Identify, evaluate, and negotiate contracts with suppliers to secure the best prices and terms.
  • Conduct supplier assessments, including due diligence and risk analysis.
  • Maintain strong relationships with vendors and service providers to ensure reliability and quality.

3. Purchasing & Inventory Control

  • Process purchase orders and track deliveries to ensure timely receipt of goods and services.
  • Monitor stock levels and forecast procurement needs to prevent shortages or overstocking.
  • Coordinate with warehouse and logistics teams for efficient storage and distribution of goods.

4. Compliance & Risk Management

  • Ensure all procurement activities comply with company policies and regulatory requirements.
  • Maintain accurate records of purchases, pricing, contracts, and supplier agreements.
  • Identify and mitigate procurement-related risks, including fraud and supplier reliability issues.

5. Cost Control & Reporting

  • Monitor procurement expenses and identify cost-saving opportunities.
  • Prepare procurement reports, including cost analysis and supplier performance evaluations.
  • Assist in budgeting and forecasting procurement needs.
  • Any other duties assigned by the supervisor or designated authority

QUALIFICATIONS:  EDUCATION/KNOWLEDGE/TECHNICAL SKILLS AND EXPERIENCE

Qualification required: Bachelor’s degree in Procurement and Supply Chain Management, Business Administration, or any other related field of study.

Experience: Minimum of 3-5 years of experience in procurement and supply chain Management, preferably in the energy, infrastructure, or manufacturing sectors.

Technical Skills & Abilities:

  • Strong knowledge of procurement principles, contract management, and local procurement regulations.
  • Proficiency in procurement software and Microsoft Office (Excel, Word, PowerPoint).
  • Excellent negotiation, analytical, and problem-solving skills.
  • Excellent reporting, communication, and interpersonal skills, with the ability to engage effectively with diverse stakeholders, including project partners.
  • Commitment to safety, integrity, and environmental sustainability in all aspects of work.
  • Flexibility to travel frequently to rural communities and work in challenging environments with limited resources.
  • Fluency in English; proficiency in local languages spoken in Sierra Leone is a plus.
  • Ability to work under stressful conditions and adapt to local culture and situations.
  • Experience in working in a cross-cultural environment;
  • Ability to work independently and as part of a team.
