BACKGROUND & SCOPE
Power Leone entered into a PPP Agreement with the Ministry of Energy for the construction,
operations and maintenance of Solar Mini Grids (WP1&2) and is desirous to purchase a total of
approximately 1248kWh of Lithium-Iron-Phosphate batteries (LFP) for lead-acid battery
replacement in current existing mini-grids built with SMA Sunny Island systems. The current
systems have 48 V, 78 kWh and 156 kWh battery banks, consisting of 24x 2V 1500 Ah OpZv
batteries in series with either 1 or 2 battery banks.
These systems were built in conjunction with the Government of Sierra Leone’s Energy Ministry.
The assets are operated by Power Leone, an operating subsidiary of Energicity and owned by the
Ministry of Energy. Power Leone is looking for a supplier that can provide full LFP
replacements for these systems. (please see attached drawings for electrical diagrams).

Bidding will be conducted through the National Competitive Bidding (NCB) procedures in
accordance with Sierra Leone Public Procurement Act of 2016 and its complementary
regulations and manual. Bidding is open to all eligible bidders as defined in the Bidding
document.
Interested bidders who can demonstrate the ability and financial capability to perform the
contract, must meet the following qualification criteria:
- Bidders shall provide satisfactory evidence to the Employer of their eligibility and of their capability and adequacy of resources to carry effectively. To this end all Bids shall include the following:
- Experience: Bidders must have executed at least one (1) contract within the last two (2) years with a value of not less than USD 50,000.00 (Fifty Thousand United States Dollars).
- Bidders shall submit details of previous supplies of equivalent batteries for solar PV projects, offgrid projects, or other equivalent solutions.
In addition to the above requirements, bidders must also satisfy the following criteria:
- Average Annual Turnover: The bidder shall have an average annual turnover of USD 50,000.00 (Fifty Thousand United States Dollars over the last two years (2020 and 2021).
Interested Bidders may obtain further information from Power Leone Limited in respect of the
bidding document between the hours of 8:30 a.m. to 5:00p.m, Mondays to Fridays, except on
public holidays and weekends. Bidding documents may be purchased at a non-refundable cost of Le 1,000 (one thousand New Leones or Le 1,000,000 (one million old Leones) or its equivalent in United States Dollars. Payments can be done as stipulated by the National Public Procurement Authority as follows:

Completed Bids must be accompanied by the following documents:
- Valid Bid Security from a Commercial Bank recognized by the Purchaser in an amount not less than the USD 6,000.00 or its equivalent in Leones. The Bid Security should be valid for 120 days counting from the date of Bid Submission.
- A copy of a valid Business Registration Certificate/Certificate of Incorporation.
- A copy of a valid NASSIT Clearance certificate or equivalent in bidder’s country
- A copy of a valid NRA Tax Clearance Certificate or equivalent in bidder’s country
- Completed Price Schedules, Origin of Goods, Delivery, and completion period offered and Terms of Payment
- Evidence (Copies of Contract/LPO/ References) of similar supplies or installation
- Submission of Test Reports and for the batteries (TUV, UL, IEC etc.)
- Manufacturer’s Authorization
- A signed Integrity Pact; [see attached in the Bidding Document]
- All Bids and accompanying documents MUST be in English.
Bids will be publicly opened on Thursday 15th December, 2022 at 14:00 Hours GMT in the Conference Room of Energicity (SL) Ltd dba Power Leone, 1 Main Motor Road
SS Camp, Freetown, Sierra Leone in the presence of bidders or their representative. Late bids will be rejected.
